California enforces one of the strictest retail food programs in the country, and the rules work in your favor when you rent cold space instead of improvising. The California Retail Food Code holds cold potentially hazardous food at or below 41 degrees, and that applies to a restaurant walk in and a catering staging cooler alike. A festival booth is held to the same number. Events add a second layer, and this is the one that decides your budget. The Ventura County Environmental Health Division at 800 S. Victoria Ave. in Ventura permits temporary food facilities at community events, and the organizer submits the whole packet, applications, fees, site plan and non profit documentation, at least 30 days before the first day. Under state law nothing can be processed inside 14 days. Booths must be enclosed on four sides with a cleanable floor and overhead protection, and the person listed on the application needs a county training certificate from within the last three years and has to be at the event.

The temperature rule is the one that pays for the trailer. Potentially hazardous food has to be held at or below 45 degrees or at or above 135 degrees, and not for more than 12 hours in any 24 hour period. On the labor side, Cal/OSHA enforces outdoor heat under Title 8 section 3395 and indoor heat under section 3396, which took effect on July 23, 2024 and applies once an indoor workplace reaches 82 degrees, with more required at 87 degrees. The federal heat rule is still proposed, so California employers work to the state standard today.
