Power shutoffs are a seasonal operating condition in East County, not a rare emergency. SDG&E runs Public Safety Power Shutoffs when red flag conditions arrive, and the flagged territory regularly includes El Cajon, Lakeside, La Mesa and Santee alongside the backcountry communities that get cut first.

The scale is worth knowing. In December 2024 the utility cut power to 8,949 customers across Alpine, Boulevard, Campo, Descanso, Jacumba and Jamul, while as many as 108,619 additional customers were flagged as at risk of planned outages through the middle of the month. Downtown El Cajon closes Main Street more often than most cities its size. The Cajon Cruise runs every Wednesday in April and August from five until seven thirty along East Main between Magnolia and Claydelle at the Prescott Promenade. America on Main Street fills the same blocks plus Rea Avenue with food booths, stages, rides, crafts and a petting zoo. The Mother Goose Parade, run on the Sunday before Thanksgiving since 1946 and long the largest parade in San Diego County, is being brought back for Thanksgiving 2026.

All of those events answer to the same permitting spine. The County of San Diego Department of Environmental Health and Quality requires a Temporary Food Facility permit for anyone providing food at a public event, and the city has to approve the gathering as a community or civic event before the County will act. A single permit covers a maximum of 25 days within any 90 day period.

SB 1383 Edible Food Recovery and the Cold Capacity East County Needs

California SB 1383 changed what happens to surplus food, and the practical bottleneck it created is refrigeration. The law requires covered businesses to donate the maximum amount of surplus edible food they would otherwise dispose of, and to establish contracts or written agreements with food recovery organizations rather than handling it informally.

Tier 2 commercial edible food generators came under the requirement on January 1, 2024.
